Disadvantaged Business Enterprise Program

The Clark County Department of Aviation has established a Disadvantaged Business Enterprise (DBE) Program and an Airport Concession Disadvantaged Business Enterprise (ACDBE) Program pursuant to the U.S. Department of Transportation's Code of Federal Regulations, Title 49, Part 23 and Part 26. The programs are designed to promote equal contracting opportunities in construction, professional services, and airport concessions. Firms must be certified as a DBE or ACDBE to participate in these programs. Applicable goals are explained at pre-bid, pre-construction, and pre-proposal conferences. As a recipient of funding from the U.S. Department of Transportation, policy directs that certified DBEs and ACDBEs shall have the maximum opportunity to participate in the performance of contracts assigned in whole or in part by funds granted by the U.S. DOT.

Harry Reid International Airport is a member of the Nevada Unified Certification Program (UCP). LAS, Reno/Tahoe Airport and the Nevada Department of Transportation (NDOT) accept DBE applications and conduct certification reviews and site visits of applicant firms. Once your application review is complete, the agency you submitted it to (either Harry Reid International Airport or NDOT) will approve your certification. That agency will also be your primary point of contact for any questions. However, your certification will be recognized and valid across all agencies in the Unified Certification Program (UCP).
